I'd like to report back and say that I needed to turn the volume up in the RetroPie settings. Thanks to the both of you! It's not super loud with everything max (emulation station, retropie, and volume wheel all max) but it's audible. And of course very audible with headphones.

Did you try disabling audio dither? That got rid of the static for me.
Add this to your /boot/config.txt

That was the right choice. I bought mine from HandHeldLegend, and it made drilling the extra holes trivial. I doubt I'll ever use this bit for another else..but it's never bad to have another tool in the box!

That looks recoverable... The resistor that got knocked isn't melted, just needs resoldering. The pads of the IC you removed might be ok, it's hard to see with all the burnt flux though. Have you got some solder wick/braid? Some fresh solder and braid will clean that up nicely then you can see what...
