Regarding Lithium Ion batteries on airplanes, the last time I had to fly the rules were that batteries had to be in a hard, protective case or installed in the device. I'm also pretty sure that you are not allowed to pack them in checked baggage, carry-on only.

From my experience with having used modified electronic cigarettes which utilize replaceable Li-Po batteries under extreme loads, 50+ amp pulses would be a normal occurrence and I would like to know what the chemical composition is first.
