The Retro PSU v1 the one in this thread can not reliably power it all unless it's pi 4 by itself but the new V2 can which I should have stock of in a few weeks. It can do up to 6A. Here is a video of someone who tested out the new version on some power hungry devices.

Pardon my ignorance, but what is the SDA and SCL? Can you upload a picture? If the 5v has continuity to the proper points (assuming you know how to properly check continuity) then you should check out the voltage of the battery itself. Also look in the white connectors that the wiring harness plugs into, if you put it in upside down at anytime and forced it in then you like...

could be but more than likely you have something bridging it to a GND point, remove the buttons (with flux and solder braid or hotair) then see if the menu is still popping up. If it is then your soldering is the issue and likely has a bridge to another gpio or GND gpio, tell me did you use flux pas...

All points should have continuity so everything works but since you don't know which one is not connected you could have other issues down the road. It's the SDA and SCL.

Then you have bad soldering even though you want to assume it's the hardware like maybe it's the ribbon as you think but I can guarantee it's your soldering. Check continuity on the test points and also to the GPIO next to the one you are testing continuity on, the ribbon is not going to be an issue...
