The shutdown script uses GPIO 22 (pin 15) to shut down the system. It is labeled "HAL" on the test pads. I would try reflowing that pin.

Try reflowing these 4 tiny holes on the back of that board. I would not add extra solder unless you cover the nearby holes with something like kapton tape to prevent bridging. Reverse the cables when you do the continuity testing for a true test. The LED comes on because the multimeter is essentially powering it. R2 on the power board looks bridged to me also. Clear that and try moving the wire (between the LED and U1 chip) up from the pins a little and see what happens. ...

Also, try different keyboards. The more lightweight it is, the better. Someone else had good luck using a stock Dell keyboard with an adaptor.

I am starting to think that there is something messing up when the supplicant is getting transferred because I just had one do what you and someone else is describing. There is a new image in the works so we might have to wait for that to be released to see if things are fixed.
