kicad is the most free!! it is open source, so it is totally free. Eagle is free for non-commercial usage and the free version is limited by board size and number of layers, but i doubt you would run into those limits to quickly. they both have weird quirks, i fell into the eagle rabbithole and so a...

yeah i think it relies on being able to run on a core on its own, then the emulator can run on another core, so everything hops along nicely

you need to take those ratings with a pinch of salt!! I would guess they are about 800mah per cell, so if you wire them in parallel then you will be getting 3200mah @ 3.7v
