pi problems

for some reason, the Vcc test pad is not connected to the other vcc

The VCC under the ribbon connector is for testing 3.3V, and the VCC next to GND on the right of the board is for testing 5V.

Hard to tell from the picture. Have you tested continuity between the GPIO pins and the corresponding test pads, I would start there. Likely an issue with bad continuity between the GND, 3.3v VCC and/or 5v VCC pads.
Does the pi actually power on? But the screen doesn't? Did the screen work before at some point? You could also check the screen ribbons connector connections. make sure things are seated properly.

I'm not seeing an SD card installed. Could be because the photo is blurry.

Definitely need an SD card with the proper image. And yeah, looks like there is not one inserted in the pic.
