I know, there have been lots of white screens on the forums, but I have tried everything I've seen. HDMI works, but after a couple seconds It starts a safe shutdown. Last night I thought ground was shorted to scl, but now I don't have continuity between the two. When I test 5v and vcc, the continuity isn't very stable, but when I give the pi power it has 4.9v. I don't think that is the problem. As soon as I plug the pi in, the green light flickers really bad until the screen comes on which takes a good 30 seconds. What do you guys think it is?

If power isn't stable as you say then that's likely your problem, solder a wire from VCC to 5v GPIO.
