So I bought a new chip thinking that I may have ruined the other one. Today I got it and replaced the other one. I flipped the on and off switch and it didn't turn on. I thought something mught be wrong with the ground and vcc so I tried plugging it in to the wall. The raspberry pi didn't even turn on.

If only we had images of your soldering, instead of jumping a bunch of steps ahead do what I have requested and we can move from there. It's likely a short from the new chip you soldered in but can't really know for sure since I have no idea of your soldering.
