I don't think it's when they receive them, they're just trickling out their stock (hence there's old Pi boards). It's their decision to choose when to release these boards, sadly...

What do you mean by 'old Pi boards'? There's only one model of the raspberry pi zero.

Well technically there are two different Pi Zeroes, as the new ones that are coming into production have a 'new feature' (link: http://betanews.com/2016/04/14/raspberr ... ilability/).
Unfortunately, the people that have bought the Pi Zero (after production of the new boards has been started) have been receiving old stock of boards without this 'new' feature. This means that the distributors are hoarding old stock and releasing them for sale slowly.
