If you search "cheapest gameboy zero" on youtube the first video claims he built one for 35 dollars, this should give you some tips.
Have you considered the GPI case, this must be close to your budget if ordered from China. Or I think Freeplaytech have a sale on the Zero version of the GBA.
Another option would be looking on ebay for someone selling a kit from a project they don't have time for anymore or a failed project that needs fixing.
