DO NOT BUY THESE. None of them work, at all, like they have cloned the chip and it literally doesn't work I tried these chips on my SAIO (older version of board had a missing component and all the bits there to make it work, it was for this chip) so unless you buy it from Adafruit, it won't work. Sorry yes they're sparkfun boards (red) not adafruit! The sparkfun ones are legit and will work

Haha still kinda annoyed about those chips as on paper that would be perfect, easy to design and put on a board but the legit part (which is quite hard to find IN China, so would mean expensive shipping + import from US in the first place).. it's a shame but like i think was posted here on on discoord (e.g. this http://www.ti.com/product/BQ27621-G1/samplebuy) would be really good but it's BGA which is a little less friendly

maybe it can sound stupid but did you try to talk with the mods here about shipping to them (USA to USA) and then they send the IC's to you via regular parcel as gift, to avoid customs and importation taxes and so ?
