Pi 3 Will no longer power on

So this Pi3 I have was working recently and now it won't power on. The green and Red LEDs don't come on. I tested the SD card and power cord in another Pi and it's fine.
It's been stripped down, but was working fine after being stripped down. The only changes I've made since it was last functioning was solder wires to PP2 and PP5 to connect to my power rail for my build. I also added wires to the USB test pads to connect my controls.
When I take a volt meter and test at test pads PP5 for ground, and PP2 for 5V, I get less then 1 volt. Any ideas what could cause there to not even be any power reading at the test pads? I would think I would AT LEAST get a volt reading at the test pads right by the power jack.

What happens if you power the PI via the standard microUSB - does it power on then?

No it doesn't. It wasn't working, then it worked one time, and now it doesn't. This is all while plugging it into the micro USB on the Pi.
I'm getting almost no volts at the test pads right beside the micro USB port that correspond with power while it's plugged into the wall power supply.

did you try to desolder the cables and try to boot the Pi3 alone ?

I did. I took the power cord and plugged it in directly to the micro USB on the Pi3, and there's no volts at the test pads PP5 and PP1 and 2 which are right beside the micro USB and correspond with its main power.

How do you supply power ? From a wall plug ? From a computer ?
Try switching power source, try another cable

Also: try posting photos. Someone might be able to see what's wrong.

I'm using a canakit wall plug. It's sold as a kit with Pis on Amazon. It works with my other Pis fine.

I took a micro USB breakout PCB and made a plug with two wires for VCC and GND to test with. I'm trying different combinations of test pads that are for VCC and GND to see if I can get it t Power on. When the two wires are not connected to the Pi, I get 5.2 volts. When just either ground or VCC are connected I get 5.2 volts. When I connect both wires to any of the various test pads intended for power and ground I get 0.2 volts.
