What i found, and can be seen in the product description and pics, you need to trigger the key pad to turn on the output. So I put a tactile switch between key and ground. Press the button, then the output turn on.
Not ideal, but I bought a bunch of those too to test, and ended up using them all.
EDIT: Also, when you add 5v to the input, it should give 4.2 in battery terminals, but it wont.. gives 4.6V, sometimes 5v
