I've just checked the wiring and it matches ak34's diagram:
Pin 11 (GPIO 17) - low batt
Pin 13 (GPIO 27) - shut-off
Pin 15 (GPIO 22)- keep on
Pin 17 (3.3v) - 3.3v
Does that tie in with config.txt and the python script?

@DarrylUK Someone kindly pointed out that the modified script was not pointing to the video files correctly. I've amended it now.

So... maybe this is by design or a known issue (not really an issue, but worth pointing out)...
After a bunch of fighting and changing out GPIO pins (thinking there was an issue there)... And the head scratching of the safe shutdown working sometimes and not others (just powering off). Here's what I've found.
When the 1000c is running on just the battery, it works perfectly.
When the 1000c is plugged in (with or without the battery), it will just drop power.
Not sure if there is something different with the low battery pin or what, but it's consistent that way.
Just posting for others that may be wondering why they can't get it working.

Sorry to disturb you, Camble, but I'm having something similar to DarrylUK's first issue : when I try to shutdown with the switch, it initiates shutdown but after a few seconds, it freezes with "kernel panic". It's the same with only battery/only power cord/both.
It always freezes with something like this :

I used a new fresh image of retropie, checked wiring again (exactly the same as DarrylUK : Pin 11 (GPIO 17) - low batt / Pin 13 (GPIO 27) - shut-off / Pin 15 (GPIO 22)- keep on / Pin 17 (3.3v) - 3.3v). Solder points look clean. I used script from https://github.com/Camble/GBZ-Power-Monitor_PB
