Does the little RED LED next to where you soldered also stay on?

Ok let me take a look on some of my boards this evening and see if it's something silly that I have done.. could you please take a picture of that top corner of the board? Also can you remove the Compute Module and re-insert it?

Could you remove the CM3 and take a picture of the area around that RED LED (with the board off), i'm interested in the black chip thing with 3 legs. Ideally if you can get the photo nice and bright and in focus

In your picture, the resistor R13 ... the right hand side of it.. is is possible to get everything running (booted) and measure the voltage of the RIGHT HAND SIDE or R13? You may need some pointy probes and to scratch the surface a bit (as there is usually a film of sorts on the contacts).
R13 is the resistor on the left of that little cluster of components. R19 is the one right near the edge of the board (not interested in that one)
There is a slight mark on that black chip, does the chip get hot? Did you short the output at any point by accident? Like the solder on the other side of the board could it have touched anything metal?
Lastly (as something for me to think about) how are your soldering skills? Have you ever soldered components that small before?

Think I’m getting 4v DC. My soldering isn’t the best but I’m getting better. The fan wires are the smalls thing I’ve soldered. I had to desolder them and start again. Don’t know if I shorted anything out but could have. So If you think it’s something I’ve done. That’s ok I can live with fan running all the time.

My suspicion is either it shorted momentarily or was defective from the start, and has broken that small 3pin black chip and has conveniently fused itself "ON" .. if the voltage you measure is 3.3v then it's that chip.
You could solder a little wire to that resistor to make it easier to test.. would have to be a very thin one. If it really bothers you you can of course send it in to me and I'll look at it.. i can also tell you the part number of that chip so you can try replacing or if you know someone locally who can help..
