Thats a possibility if you soldered them to much. Try using a multi meter and check if you get an ohms reading out of it. But other than that can you copy paste the config.txt file here to look at it?

Just got it to work, I added this to the config.txt
"#Enable PWM audio
dtoverlay=pwm-2chan,pin=18,func=2,pin2=13,func2=4"
Now i've just got to re-make the filter but smaller so it can fit in the case.
